Freeze the population, date and unit
Obtain the inventory subledger and matching general-ledger control at a stated cutoff. Record whether the list uses each, box, length, weight or kit units and whether freight or other costs are included. Reconcile negative quantities, duplicate SKUs, inactive locations and parts issued to jobs. A supplier purchase report is not a stock-on-hand report: material may have been installed, returned, damaged or moved to a truck.
Define the transaction population independently. The agreement may include specified usable parts, exclude certain project stock or use a separate purchase-price line. A working-capital definition might already contain inventory. Put an issue reference on every adjustment so the same part is not removed from the peg and deducted from price again. The working-capital guide supplies the broader included-account framework.
Count by SKU and location with movement controls
| Location or status | Evidence | Cutoff question |
|---|---|---|
| Warehouse shelf | Count sheet, SKU, unit and reviewer | Were receipts and issues paused or logged? |
| Service truck | Vehicle reference and technician count | Was stock replenished or transferred during the count? |
| Customer jobsite | Job reference, delivery and issue record | Has it been installed, billed or paid for by the customer? |
| Consigned or financed stock | Actual agreement and owner confirmation | Does possession establish ownership here? |
| Returns and supplier credits | Return authorization, shipment and credit memo | Is the part still in stock or replaced by a receivable? |
Use count teams or independent recounts for material variances. Capture the initial count, recount, explanation and approved correction rather than overwriting the first result. When counting before closing, bridge every receipt, job issue, return and transfer to the closing date. Transfers change location but not company quantity; recording both a warehouse deduction and a new purchase on the truck duplicates cost.
A NIST MEP manufacturing case describes cycle counts, inventory movement and purchase-order receiving controls. Those methods suggest useful evidence questions for a service business. The case does not establish an appropriate contractor discount, count frequency or expected savings. Select sample coverage from the actual inventory population, including high-value, unusual, slow-moving and portable stock.
Test ownership before assigning value
Match a purchase invoice to the entity, receipt and payment record. Inspect consignment, retained-title, financing and security documents with counsel. Customer-funded or customer-owned equipment needs separate treatment; supplier credit terms can affect obligations without proving the buyer receives clear title. Obtain the required counterparty responses and releases under the transaction documents.
The Illinois Secretary of State UCC search is a filing-index resource. Entity spelling, former names, jurisdictions, debtor identity and the date and scope of the search matter. A blank index result is not a title opinion, a comprehensive lien search or a release of a particular asset. Carry unresolved ownership items to the supplier continuity register, rather than treating them as an assumed valuation haircut.
Review compatibility and economic use
Identify the equipment families and customer base each part supports. Check packaging, damage, expiration where relevant, serial or lot references, manufacturer compatibility, substitution rules and service history. Slow movement alone does not prove obsolescence: a critical spare may have a low issue frequency but documented use. Conversely, recent purchases may be unusable after a product-line change. Ask for actual demand, supported alternatives and return rights.
Verify return eligibility in writing: deadline, condition, authorization, freight, restocking charge, credit-note timing and the account entitled to receive the credit. A catalog price is not cash recoverable from a supplier. Separate an issued supplier credit from a physical part so both do not remain in the closing population. Record whether the credit is transferable and which entity can use it.
A five-line bridge from book cost to reviewed value
| Hypothetical line | Book amount | Reviewed change | Result |
|---|---|---|---|
| Opening inventory ledger | $80,000 | Starting control | $80,000 |
| Count shortage | Included above | −$4,000 | $76,000 |
| Customer-owned stock incorrectly included | Included above | −$6,000 | $70,000 |
| Specific damaged/incompatible lots | Included above | −$5,000 | $65,000 |
| Agreed supported freight adjustment | Not included above | +$1,000 | $66,000 |
The reviewed amount is $66,000 under these hypothetical transaction assumptions. Each adjustment has a distinct part population; the $5,000 is not a standard aging reserve. If damaged stock overlaps the shortage, the bridge must remove the duplicate deduction. A different agreement or supported fact set can produce a different value. The example is neither a GAAP inventory calculation nor tax-basis advice, and it does not prescribe a percentage of sales or a retail-price markup.
Make the closing schedule executable
Assign a reviewer and evidence reference to each material line. Keep quantity, unit cost, ownership status, usable quantity, proposed adjustment, reviewed amount and agreement treatment in separate columns. State whether the schedule is complete or sampled, the tested book amount, exceptions outstanding and the recount process. A signed subtotal without a line-level population cannot resolve a later missing-part dispute.
Before the first post-close service day, test receiving, issuing a part to a work order, returning unused stock, recording a transfer and reconciling a supplier credit. Confirm system access and purchasing authority without sharing seller credentials. Link the stock opening balance to the accountant’s opening ledger and the operating team’s replenishment list. The deliverable is a repeatable stock record and a reviewed transaction schedule, not merely a photograph of full shelves.

- NIST MEP — Shipping and inventory process case
Manufacturing case describing cycle counting, inventory movement and purchase-order receiving controls. Supports process questions, not a contractor valuation discount, promised savings or transaction result. - Illinois Secretary of State — UCC search
Public filing-index context and certified search process. An index search is not proof of inventory ownership, absence of all liens, a payoff or a release; counsel must define entity, jurisdiction and search scope.
